What is a Travel Plan?

A Travel Plan is a practical document designed to manage and influence how people travel to and from a development. Its primary purpose is to help meet council-agreed targets, usually focused on reducing the number of vehicle trips being taken, by encouraging more sustainable travel choices.

As new residential and commercial developments are built, local authorities seek to minimise traffic congestion, improve air quality, support healthier lifestyles and reduce the environmental impact of a growing community. Travel Plans play a key role in achieving these objectives by helping residents, employees and visitors to understand and access the sustainable transport options available in their local area.
Rather than restricting travel, a Travel Plan aims to promote realistic alternatives to driving alone and support the implementation of infrastructure where possible. Depending on the location and planning obligations, this could include active travel routes, bus services, rail connections, car sharing schemes, car clubs, electric vehicle charging and growing micromobility options such as E-bikes and E-scooters.
Travel Plans typically contain a set of measures tailored to the development which are managed by the appointed Travel Plan Coordinator over a number of years to assess their effectiveness. This may include sharing travel information and vouchers, promotional activities, surveys, Personal Travel Plans, monitoring travel patterns, conducting site audits, and ongoing engagement with residents or employees to encourage long-term behaviour change.
For developers, Travel Plans are often required through planning conditions or Section 106 agreements and form an important part of sustainable development. By promoting sustainable travel from the outset, Travel Plans can help developments integrate successfully into their wider communities while supporting local and national transport, environmental and sustainability objectives.
Ultimately, the purpose of a Travel Plan is simple: to reduce reliance on private car use and make sustainable travel the easier, more accessible choice wherever possible.
